PROBLEM TO BE SOLVED: To provide a cold storage heat exchanger efficiently applying cold heat to a cold storage medium of a cold storage device. SOLUTION: The cold storage heat exchanger 1 is provided with: an evaporator 2 having a plurality of refrigerant flowing pipe parts 9 arranged in parallel with each other leaving intervals and outer fins 11 arranged between the adjacent refrigerant flowing pipe parts 9; and the cold storage device 3 having a plurality of cold storage medium filling pipe parts 9 arranged in parallel with each other leaving intervals and outer fins 11 arranged between the adjacent cold storage medium filling pipe parts 9. The evaporator 2 and the cold storage device 3 are juxtaposed in the ventilation direction so that the evaporator 2 is positioned on the upwind side. A heat transfer plate 31 brought into contact with the side faces of the refrigerant flowing pipe parts 9 and the side faces of the cold storage medium filling pipe parts 9, is arranged astride the evaporator 2 and the cold storage device 3.
