PROBLEM TO BE SOLVED: To detect a scene change position in an image sequence with high accuracy without increasing processing time. SOLUTION: A scene change detecting apparatus includes a motion vector detecting section 52 that detects motion vectors between images in a plurality of positions in the images that configure the image sequence, a motion vector classification processing section 53 that classifies patterns of the images into predetermined motion patterns based on the plurality of detected motion vectors, a classified image change detecting section 54 that detects image change between the images in each pattern classification by applying classified image change detection processing defined per pattern classification in advance to corresponding pattern classification, and a classified scene change detecting section 55 that detects scene change in each pattern classification per pattern classification.
