PROBLEM TO BE SOLVED: To provide a paper-making filler of a paper-making material from paper-making sludge discharged from a paper-making plant, and to provide a method for manufacturing inorganic particles, which can effectively utilize an exhaust gas from a burning furnace in efficiently and economically producing white inorganic particle of high quality effectively usable as a coated paper pigment or the like on a large scale. SOLUTION: The method for manufacturing inorganic particles comprises dehydrating paper-making sludge, drying the dehydrated sludge, then indirectly heating and burning the dried product in the atmosphere of excess air, thereafter dispersing and pulverizing the burnt product to produce inorganic particles, wherein the exhaust gas from the burning facilities is used as a heat source for the burning facilities or drying facilities.
