<P>PROBLEM TO BE SOLVED: To attain mode setting concerning a device where an input with a pen is performed without neither performing an additional changeover operation nor allowing a time lag to occur. Ž<P>SOLUTION: Information concerning the pen, before contact with a device such as a tablet, etc., is acquired by a pen information acquiring part 12. A mode determining part 15 determines a mode to be set according to the acquired information. The mode to be determined by the mode determining part 15 is a drag mode to move an object, a selection mode for selecting the object, and a character input mode to input a character, etc. The mode determining part 15 uses at least one of a pen movement speed, an acceleration, a movement direction, an inclination, the curvature of a locus, and an approximate difference in linearly approximating the locus, as a parameter to be used for determining the mode.
