PROBLEM TO BE SOLVED: To provide a transparent conductor wherein a physical property change such as a form change or a resistance variation less occurs even when repeatedly subjected to a mechanical load and performance in its manufacture can be maintained even when used for a long period, and to provide a method for manufacturing the transparent conductor. SOLUTION: The transparent conductor comprising a conductive layer containing a Si oxide hardened body and a conductive powder is characterized in that the conductive powder is fixed by the Si oxide hardened body.
