<P>PROBLEM TO BE SOLVED: To provide a cloudy liquid cosmetic which is excellent in long-term stability, can provide a moist after-feel because of the presence of a (semi)solid oil stably formulated, and can be simply produced. Ž<P>SOLUTION: The liquid cosmetic is formulated from (1) 0.01-5 mass% POE-POP copolymer dialkyl ether, (2) 0.01-1.0 mass% hydrophilic surfactant selected from among POE(30)phytosterol, POE octyldodecyl ether, POE-POP decyltetradecyl ether, and POE hydrogenated castor oil, (3) 0.001-0.5 mass% lipophilic surfactant selected from among sorbitan sesquioleate, sorbitan sesquiisostearate, sorbitan sesquistearate, sorbitan trioleate, polyoxyethylene alkyl (12-15C) ether phosphoric acid ester (2E.O.) and polyglyceryl-2 diisostearate, and (4) 0.01-2 mass% of an oil component containing isostearic acid in an amount of 20 or more mass% of the total oil.
