<P>PROBLEM TO BE SOLVED: To provide a broadcasting apparatus and a broadcast receiving apparatus for implementing a broadcast receiving apparatus that can shorten a station selection time with as little power consumption as possible. <P>SOLUTION: A broadcasting apparatus 100 transmits a broadcast signal on the basis of first stream data generated from data of I frame separated from video data included in a service or from data of several frames including I frame and second stream data generated from the data excluding the data of frames separated out of the video data included in the service.
