<P>PROBLEM TO BE SOLVED: To achieve an inexpensive right protecting function of simple formation in digital terrestrial broadcasting. <P>SOLUTION: A management mechanism 1A is supplied with a right protection LSI from an LSI manufacturer 3A and supplies a right protection LSI in which information of a key, or the like, is written to a receiver manufacturer 4A. A televiewer is provided with a receiver 6A from the receiver manufacturer 4A and receives a free broadcast from a broadcasting station 5A. The management mechanism 1A transmits a lot number concerning the free broadcast, update information of a work key Kw, and revoke information to the broadcasting station 5A. In the case of a free broadcast (digital terrestrial broadcasting), the broadcasting station 5A transmits the update information of the work key Kw, or the like, while encrypting along with the broadcast signal.
