PROBLEM TO BE SOLVED: To improve flexibility in design while securing low cost. SOLUTION: A shutter structure includes: a waste toner discharge pipe 61 inserted in a waste toner receiving member 83 of a toner recovery device 80; a shutter cylinder 71 having a circular-arc shutter plate 712 movably externally fitted to the tip of the waste toner discharge pipe 61; and a coiled spring 72 for energizing the shutter cylinder 71. The shutter cylinder 71 includes: a stopper projecting piece 714 pressed to the peripheral edge of a connecting opening 831 with the waste toner discharge pipe 61 inserted in a waste toner receiving member 83; and a spring receiving projecting part 713 projected radially outward from the peripheral surface of the base end side to receive the end of the coiled spring 72. A plurality of stopper projecting pieces 714 and a plurality of spring receiving projecting parts 713 are alternately formed at equal pitches in the circumferential direction without overlapping each other in the direction of the cylinder center of the shutter cylinder 71.
