<P>PROBLEM TO BE SOLVED: To obtain a webbing winding device in which a webbing belt is not passed through a spool but attached to the spool, and the occurrence of idling of the spool is prevented or effectively reduced. Ž<P>SOLUTION: A regulating claw 52 has extended toward the center side of the spool 20 from an end portion 42B of a belt attachment member 40, to be attached to the outer peripheral portion of the spool 20 together with the webbing belt 50, and has fit into a regulating hole 54 formed on the spool 20. Although pulling the webbing belt 50, all of which has been pulled out, may cause the belt attachment member 40 to separate from the outer peripheral portion of the spool 20, the regulating claw 52 would attempt to further enter the bottom side of the regulating hole 54 by this pulling, thus inhibiting the regulating claw 52 from coming out of the regulating hole 54. Therefore, if the spool 20 rotates in this condition, the inner peripheral portion of the regulating hole 54 presses the regulating claw 52 toward the rotating direction, thereby preventing the spool 20 from idling.
