<P>PROBLEM TO BE SOLVED: To ensure the safety of a railroad vehicle by adding a new logic so as to monitor the speed of a vehicle safely even in an unstable situation wherein, when one speed sensor breaks down and then the remaining speed sensor also breaks down while the vehicle stops, a speed limiting device understands that the speed of the vehicle is zero and therefore cannot recognize the speed correctly nor detect a trouble. Ž<P>SOLUTION: A speed limiting device for the railroad vehicle inputs a speed signal of a speed sensor of a railroad vehicle and an allowable speed signal of the vehicle and calculates these data and outputs a brake command signal. The speed limiting device also fetches an acceleration command signal in addition to the allowable speed signal. When the speed signal from the speed sensor remains zero even when a predetermined period of time has passed after the acceleration command signal is input while the vehicle stops, the speed limiting device outputs the brake command signal.
