PURPOSE: A hydrophilizing agent, a manufacturing method thereof, and a hydrophilic function product are provided to control the coherence of particles, and to prevent the solid-liquid separation of the agent by containing a titaniumoxide particle and a tungsten oxide particle. CONSTITUTION: A hydrophilizing agent contains a titanium oxide particle, a tungsten oxide particle, phosphoric acid or phosphoric acid salt, and a dispersing medium. The molar rate for the phosphoric acid or phosphoric acid salt to the titanium oxide particle is 0.001~0.2. The hydrophilizing agent additionally contains an electron-attracting compound, and its precursor.
