<P>PROBLEM TO BE SOLVED: To improve injection quantity accuracy, or to promote the atomization of a spray while reducing input energy to an actuator. Ž<P>SOLUTION: A direct drive type outer needle 18 which is driven to a valve open direction by pressure generated by the actuator 35 is employed to improve injection quantity accuracy or to promote the atomization of spray. A valve drive type inner needle 19 in which a valve element 27 opens a valve chamber flow-out passage 130 to reduce pressure in an inner needle control chamber 22, and which is driven to a valve open direction is employed to reduce input energy to the actuator 35.
