<P>PROBLEM TO BE SOLVED: To provide an emulsion cosmetic that homogeneously emulsifies an oily substance, has high safety to the skin, excellent properties of sense of use (gloss, texture, etc.) and storage stability. Ž<P>SOLUTION: The oil-in-hydrophilic base type emulsion composition contains a fermented conversion product prepared by obtaining an extract from a plant of the genus Scutellaria of the family Labiatae, the genus Camellia of the family Theaceae, the family Compositae, the genus Houttuynia of the family Saururaceae or the family Rutaceae and letting an actinomycetes and a lactic acid bacterium act on the extract and 1,3-propanediol and/or a hydrophilic base of a 5-10C 1,2-alkanediol.
