<P>PROBLEM TO BE SOLVED: To provide a device which suppresses discharge of carbon dioxide which is considered to be one of the causes of global warming. Ž<P>SOLUTION: The device for removing or reducing carbon dioxide comprises mixing a powders 1 burned and crushed seashells with water and catalyst, passing exhaust gas 3 including carbon dioxide which is discharged at the time of burning in the solution, and causing chemical change or chemical reaction. The seashells piled outdoor as a waste material are incinerated, powdered, and are made to cause the chemical reaction, so as to be able to produce harmless calcium dioxide.
