<P>PROBLEM TO BE SOLVED: To improve the sharpness of a rotary cutter by increasing the rake angle of a blade and forming a cutting edge at an acute angle, and to easily and accurately form a blade in a three-dimensional shape. Ž<P>SOLUTION: The rotary cutter (inner blade) 8 includes a holder 21 and a plurality of blades 23 whose base end is inserted into and fixed to the holder 21. The blade 23 includes an embedded part 24 embedded inside the holder 21, an exposed part 25 exposed on the outer surface of the holder 21, and a cutting edge 26 formed at the front end of the exposed part 25. The embedded part 24 and exposed part 25 of the blade 23 are each inclined to the upstream side in the rotating direction of the rotary cutter 8 to increase the rake angle of the blade.
