PROBLEM TO BE SOLVED: To provide a protective layer technology for realizing a PDP with stable address discharge and high image quality, by obtaining both reduction in wall charges and restraint of voltage fluctuation during rest period through improvement of discharge response by shortening address discharge delay time throughout a wide temperature range. SOLUTION: In the PDP, the protective layer comprises magnesium oxide (MgO) as a main component, and also contains scandium (Sc) and silicon (Si) as impurity elements. By controlling concentration of the scandium (Sc) to the MgO to be 5 mass ppm or more and 525 mass ppm or less, and concentration of the silicon (Si) to the MgO to be 5 mass ppm or more and 1,000 mass ppm or less, excellent address discharge characteristics can be carried out throughout a wide temperature range, hence a plasma display device with high brightness and high contrast can be obtained at low cost.
