PROBLEM TO BE SOLVED: To provide a method for obtaining a resin layer adjusted to a target thickness even with a coating liquid having low viscosity and a low contact angle. SOLUTION: When forming an ultraviolet curing resin layer on a treatment material, an ultraviolet curing resin is coated in a die frame stipulating a coating range and thickness on the treatment material, then the treatment of preventing ultraviolet curing disturbance by oxygen is performed, the coated ultraviolet curing resin is irradiated with ultraviolet rays, and the ultraviolet curing resin layer is formed. By this invention, the ultraviolet curing resin layer of a wide flat part is formed. Also, since it is not accompanied by the movement of the treatment material, the resin layer of an optional thickness is formed for a coating material which has low viscosity or is excellent in wettability to the treatment material.
