PROBLEM TO BE SOLVED: To provide a heat exchanger capable of preventing freezing of an air vent pipe and an air vent valve even when the air vent valve is not operated. SOLUTION: The heat exchanger includes: first cooling water (cooling water W) for cooling heating elements (a water supply pump, a steam turbine, a turbine generator and the like); second cooling water (seawater S) for cooling the first cooling water; a container 12 in which the first cooling water and the second cooling water are made to pass through while they are not mixed with each other; the air vent pipe 52 having one end opening 52a communicated and connected with the container 12 and the other end opening 52b communicated and connected with outside air so as to communicate inside of the container 12 with the outside air to introduce the first cooling water (W) to inside; and the air vent valve 54 provided in the air vent pipe 52.
