<p><P>PROBLEM TO BE SOLVED: To provide a personal care composition which minimizes eye irritation and can simultaneously bring the improved effectiveness of an active transport and preparation processes. <P>SOLUTION: A stable, minimal energy required self-assembling lamellar and spherulite composition comprising a mixture of water, a fatty alcohol, a fatty acid, a fatty acid salt, a polyglyceryl fatty acid ester, and oils is targeted.
