<p><P>PROBLEM TO BE SOLVED: To provide a device for monitoring overall status of business operations and optimally controlling a network band from the monitoring result, in a NGN (next generation network) environment. <P>SOLUTION: A data acquisition unit 101 of a monitor server 100 acquires for example, data on a business process of the business operation from servers A and B. A KPI measurement unit 102 calculates a KPI based on data in a DB storage unit 105 acquired by the data acquisition unit 101 and setting information 106. A determination processing unit 103 changes network band information stored in a NW band information storage unit 108 based on the KPI calculated by the KPI measurement unit. A control instruction unit 104 outputs a band control instruction to the NGN via the server by outputting the band control instruction for band control using the new NW band information changed by the determination processing unit 103, to the servers A and B.
