PROBLEM TO BE SOLVED: To improve resistance against a congestion by reducing the delivery of a packet to a node with the packets concentrated therein concerning a network.

SOLUTION: When the delivery destination node of the received packet is determined, the respective nodes 10 constituting the network calculate a delivery probability by minimum cost route control and a delivery probability by random walk route control by prescribed ratio. Then, the delivery probabilities are corrected in consideration of the respective queue lengths of the adjacent nodes in the nodes 10, so as to reduce the probability to select the adjacent node with the longer queue length (i.e., with a congestion). Thus, the delivery destination node of the packet is determined based on the delivery probability corrected in this way.
