<P>PROBLEM TO BE SOLVED: To provide an excellent flame retardant, and a flame retardant resin blended the same. Ž<P>SOLUTION: The flame retardant comprises a porous material formed by at least hydroxide primary particles 3 and an oxide primary particles 2, wherein, in the primary particles, the bonding between the primary particles is very weak, the porous material is formed by the primary particles standing in a row as a rosary, and the primary particles have less contacting points with each other, and a structure having large voids 4 formed by the primary particles.
