<P>PROBLEM TO BE SOLVED: To provide a base station device that makes efficient use of mobile communication system and wireline resources in EUTRAN. Ž<P>SOLUTION: An e-NodeB4 receives transmission data transmitted by multicast so as to detect an instruction to transmit data by MBMS service. Then, the e-NodeB4 activates one PDCP (Packet Data Convergence Protocol) entity that carries out wireless data transmission by the MBMS service to one or a plurality of destination terminals (UE) 5 which are specified by the instruction and located within its own coverage based on the detection of the data transmission instruction.
