PROBLEM TO BE SOLVED: To reduce the load of processing needed for maintenance of a coding table and a decoding table even when the topology of a wireless network system changes. SOLUTION: A node 10 which relays and transfers observation data observed at a lowest node, is provided with decoding tables for each node below the node 10, a decoding device 14 performs decoding by acquiring observation data corresponding to a code from a lower node from a decoding table corresponding to the lower node, and a coding device 13 encodes a code corresponding to a set of obtained observation data by acquisition from a coding table, so that the observation data is transmitted to a higher node.
