<P>PROBLEM TO BE SOLVED: To stop an unnecessary current in a short time, the current causing a subject secondary battery to discharge for a ceratin time and causing a nonsubject secondary battery to discharge, in carrying out control to make a voltage balance constant. Ž<P>SOLUTION: A battery voltage control circuit includes a first switch which switches on and off to control the startup of a discharge circuit, and a second switch which is disposed on the discharge circuit to switch on and off to control only the discharge of a specific secondary battery. Turning on the first switch to turn on the second switch of the discharge circuit causes the secondary battery to start discharging, and then the first switch is turned off immediately. The discharge circuit is controlled so that the second switch is kept turned on for a certain time even after the first switch is turned off. An unnecessary current that causes a secondary battery connected at a lower position in series to the subject secondary battery to discharge when the first switch is turned on is stopped as a result of turning off the first switch.
