PROBLEM TO BE SOLVED: To provide an external heat insulating and ventilating external wall structure and an external wall panel having the external wall structure achieving an external heat insulating external wall structure with easy construction and uninfluenced by rain during construction. SOLUTION: A furring strip panel 9 comprising a heat insulating material 11 and furring strips 10 is mounted to the mutual connection part of external wall panels 3 each comprising a proof stress face material 6, a moisture-permeable waterproof sheet 5 and a plate-like heat insulating material 4 and attaching the plate-like heat insulating material 4 in a shorter length in the width direction to the proof stress face material 6, thereby achieving the external heat insulating and ventilating external wall structure 1 having vertical ventilation space parts between the heat insulating material 11 and an external wall material 2. External work such as construction of the moisture-permeable waterproof sheets 5 and construction of furring strips 7, 10 in the field is thereby reduced, and construction man-hours are also reduced.
