PROBLEM TO BE SOLVED: To easily and strongly fix particles onto an electrode. SOLUTION: A method of fixing the particles 32 on a first electrode 14 formed on a substrate 12 includes: an electrodeposition material layer forming process of immersing the substrate 12 in a solution containing a thermoplastic electrodeposition material 42 while a counter electrode 39 faces the first electrode 14, providing a potential difference between the first electrode 14 and the counter electrode 39 and forming an electrodeposition material layer 45 on the first electrode 14; a particle layer forming process of forming a particle layer 30 at least on the electrodeposition material layer 45 of the first electrode 14; and a fixing process of heating the electrodeposition material layer 45 where the particle layer 30 is formed and fixing the particle layer 30 by the heated electrodeposition material layer 45.
