PURPOSE: A semiconductor device including fuse is provided to prevent the inflow of unnecessary moisture by forming a wire insulating layer to totally cover a fuse protective layer. CONSTITUTION: A semiconductor layer(10) comprises an element isolation film(12) limiting an active area. A conductive line is formed on the semiconductor layer. A protective layer(44) is formed on the conductive line. A fuse(60) is electrically connected to the conductive line. A fuse protection layer(72) is formed on the fuse. The fuse protection layer is separated from the protective layer.
