PURPOSE: A marine structure composition, and a marine structure including an artificial fish reef and a wave dissipating block are provided, which can prevent damage by salt. CONSTITUTION: A marine structure composition is constituted as follows. One or 5-10 weight% among normal cement 30-50 weight%, blast furnace slag 30-50 weight%, fly ash 10-30 weight%, anhydrous plaster 4-20 weight%, slag, and red mud is mixed. One processed material 100 weight% selected among sludge of purification plant of the alum series, fly ash, and waste silica against marine structure composition 100 weight% are mixed with acid 10-14 weight% and water 100 weight% against processed material.
