PURPOSE: An apparatus and a method for manufacturing a pipe with a rigid waterproof wall are provided to improve flow protection by forming an uneven portion on a side of a waterproof wall material. CONSTITUTION: An apparatus for manufacturing a pipe with a rigid waterproof wall comprises an extruder, a waterproof wall material feeder(50), and a pipe winder. The extruder passes molten synthetic resin through a mold unit(21) and extrudes an outer pipe(30) with a hollow portion(31). The waterproof wall material feeder provides a waterproof wall material(40) to the mold unit of the extruder and fuses the waterproof wall material into the hollow portion of the inner pipe to form a waterproof wall. The pipe winder blocks the gap between the outer surfaces of a spirally wound outer pipe by using a gel type synthetic resin and produces a pipe with the spirally wound outer pipe.
