PROBLEM TO BE SOLVED: To provide a surge absorber capable of bearing long surge of tail wavelength and achieving stable discharge starting voltage without applying discharge auxiliaries to an electrode. SOLUTION: The surge absorber includes a pair of terminal electrode members 2 oppositely arranged each other, and an insulating tube 3 for sealing a discharge control gas in the inside by preparing the pair of terminal electrode members 2 on both ends. A swelling electrode material 4 in which its center section 4a is swollen is formed on internal surfaces of the pair of terminal electrode members 2, and a metal with electron discharge capability higher than that of the terminal electrode member 2 is included in the swelling electrode material 4.
