<P>PROBLEM TO BE SOLVED: To provide an adhesive tape cutter and an adhesive tape cutting device continuously pasting and cutting adhesive tape, with excellent working efficiency. Ž<P>SOLUTION: The adhesive tape cutter includes: a link mechanism part comprising a U-shaped frame 1, a fixed rotary shaft 1, 1a for the rotation of the frame 1, another U-shaped frame 2, a fixed rotary shaft 2, 1b for the rotation of the frame 2, a connection lever 1d rotatably connecting the frame 1 to the frame 2; a cutting edge part comprising an upper edge 1g, its holder 1h, a slide rail 1n fixed to the holder, and a triangular slide-contact plate 2 fixed to the upper part of the holder; a spring 3 with one end connected to the upper end part of the cutting edge part and the other end fixed; and a guide rail 1m for guiding the slide rail. When force is applied to a press body 1k of the link mechanism part, a slide-contact roller 1f moves on the oblique side of the slide-contact plate while rotating, and thereby the adhesive tape is cut.
