<P>PROBLEM TO BE SOLVED: To provide: a method of manufacturing toner, making uniform the layer thickness of a coating layer, achieving favorable exudation of a release agent in fixing although the coating layer is formed on the surface, and having favorable fixability; the toner manufactured by the manufacturing method; a developer including the toner; and a developing device and an image forming apparatus, which use the developer. Ž<P>SOLUTION: In the method of manufacturing toner, at least a resin fine particle adhesion step, a spraying step and a filming step are performed using a rotary agitating device. Before the resin fine particle adhesion step, pre-treatment base resin particles are made spherical using a hot air type spheronization device, thereby performing a pre-treatment base resin particles surface treatment step of obtaining toner base resin particles, the shape coefficient SF2 of which ranges from 110-135, and the release agent exposure quantity of which on the surface is 2.3 wt.% or more based on the total quantity of the toner base resin particles.
