The present invention relates to an apparatus (technique not using a mobile phone) for transmitting/receiving human thought in the event the location of a human is detectable, wherein the human thought has a linguistic structure, and the apparatus transmits a signal for pronunciation of a word and the signal is converted into the word when pronounced and converted into thought when not pronounced. Accordingly, fine brain waves and electrical signals generated during thought are analyzed through a high level amplifying process, and characteristics of the brain waves and electrical signals are identified and converted into linguistic elements. Subsequently, the linguistic elements are switched to an audible form to be used in an apparatus which can read human thought. The apparatus of the present invention may overcome the drawbacks of conventional mobile phones, which only transmit voices when users pronounce words, and can replace a base station of a portable telephone.
