<P>PROBLEM TO BE SOLVED: To provide a method and device for manufacturing insulating caps 1, wherein working time can be shortened. <P>SOLUTION: A tube 11 sent out is placed on a tube placing board 33, tube pressing parts 35 are used as pressing positions, a welding body part integrally moved with the tube pressing parts 35 is used as a crimping position of the tube 11, and the ultrasonic welding treatment is applied to the tube 11. During welding of the tube, only a specified amount is sent by sending out the tube placing board 33 in the tube-sending out direction (a). After sending the tube 11, punching treatment is applied to the tube 11 welded by an ultrasonic welding part 43, insulating caps 1 are punched from the tube 11, and the punched insulating caps 1 are delivered.
