PROBLEM TO BE SOLVED: To provide a cleaning device that reduces, at a low cost, an amount of toner scattering due to flicking at the exit of a nip between a fur brush roller and a recover roller. SOLUTION: The cleaning device 11 includes: the brush roller 111 for removing residual toner from the surface of an intermediate transfer body 8; the recovery roller 112 for recovering removed toner from the brush roller 111; a blade 113 for scraping toner recovered by the recovering roller 112; and a waste toner conveying section 115 for conveying toner scraped by the blade 113 to a waste toner recovering section.
