<P>PROBLEM TO BE SOLVED: To provide an internal combustion engine, capable of suppressing heat radiation occurring below a water jacket disposed adjacent to a cylinder to improve the warming-up property of the internal combustion engine, and to provide a control device for an internal combustion engine controlling the internal combustion engine. Ž<P>SOLUTION: The internal combustion engine 10A includes a cylinder block 11A and a cylinder liner 12A. The cylinder block 11A has the water jacket 112A disposed adjacent to the cylinder 111A. The cylinder liner 12A has an extension part 122A extended downward longer than the water jacket 112A, exposed to the outside, and including a hollow part 123A formed therein.
