PROBLEM TO BE SOLVED: To provide a zoom lens having excellent imaging performance, an optical device equipped with the zoom lens, and a method for manufacturing the zoom lens. SOLUTION: The zoom lens ZL mounted on an electronic still camera 1 or the like has in order from an object side: a first lens group G1 having positive refractive power; a second lens group G2 having negative refractive power; a third lens group G3 having positive refractive power; and a fourth lens group G4 having positive refractive power. The third lens group G3 has in order from the object side: a first positive lens L31; a cemented lens CL3 comprising a second positive lens L32 and a negative lens L33; and a negative meniscus lens L34. Provided that the focal length of the second lens group G2 is denoted as f2, and the focal length of the third lens group G3 is denoted as f3, the zoom lens satisfies a conditional expression: 0.170<(-f2)/f3<0.365.
