<P>PROBLEM TO BE SOLVED: To provide an inspection apparatus in which a floating position of a coagulated flock cannot be easily influenced by fluctuation of a raw solution and photographing of high precision can be carried out, and further to provide a pollution flocculating treating apparatus and a pollution flocculating treating system. Ž<P>SOLUTION: The pollution flocculating treating apparatus is equipped with a cylindrical casing 10 in which the raw solution containing the coagulated flocks flows in from a raw solution supply tube 16, an inspection window 11 which is provided integrally with one end face of the casing 10 and through which the inside of the casing 10 can be visualized from the outside, a uniting duct 12 which unites the casing 10 with the raw solution supply tube 16 to make the raw solution enter and leave between the casing 10 and the raw solution supply tube 16, a rotary scraper 13 which can rotate in a circumference direction of the casing 10 around an axis of the casing 10 while coming into contact with at least both end faces of the casing 10 and a driving apparatus 14 for driving the rotary scraper 13.
