PROBLEM TO BE SOLVED: To provide a material for bank insulating layer wherein, when used for forming a bank insulating layer, ink-repellent characteristics can be selectively given to the surface of the bank insulating layer, and to provide a method of manufacturing the bank insulating layer. SOLUTION: A composition for bank insulating layer contains (A) a high polymer compound containing at least a kind of repeating unit selected from a group comprising a repeating unit represented by general formula (1) and a repeating unit represented by general formula (2), (B) a curing agent, and (C) an organic solvent. In the general formula (1), R<SB>1</SB>is a hydrogen atom or a methyl group, R<SB>2</SB>is the hydrogen atom or a univalent organic group whose carbon number is 1-20, Rf is a fluorine atom or a univalent organic group containing the fluorine atom whose carbon number is 1-20, Raa is a bivalent organic group whose carbon number is 1-20, the hydrogen atom in the bivalent organic group may be substituted with the fluorine atom, l is an integral number of 0-20 and m is an integral number of 1-5. In the general formula (2), R<SB>3</SB>represents the hydrogen atom or the methyl group, and Rf' represents a univalent organic group containing the fluorine atom whose carbon number is 1-20.
