<P>PROBLEM TO BE SOLVED: To provide: a developer for reducing the occurrence of fogging and the like even when image forming is carried out again after the developer is left unattended for a long period of time with no image forming; a developer cartridge; a development apparatus and an image forming apparatus. <P>SOLUTION: The developer comprises developer base particles containing a resin and a colorant at least, and an external additive added to the surface of the developer base particles. In the developer, a volume average particle size is 3.0-7.0 μm, a surface roughness Rzjis under the observation by a scanning probe microscope is 75.3-236.9 nm, and the external additive is at least a titanium oxide of 10-100 nm. The developer cartridge contains the developer. The developer cartridge is mounted to the development apparatus.
