<P>PROBLEM TO BE SOLVED: To provide a cooling device for an internal combustion engine not requiring various kinds of sensors for controlling a valve and having a compact valve gear having no drive portion and having excellent mountability. Ž<P>SOLUTION: This cooling device for the internal combustion engine 1 circulating cooling water to the internal combustion engine 1, a heater core 6 and an exhaust heat recovering unit 7 includes: first cooling water circulation routs 10b, 10d circulating the cooling water to the heater core 6 and exhaust heat recovering unit 7; second cooling water circulation routes 10b, 10c, 10e circulating the cooling water to the heater core 6, exhaust heat recovering unit 7 and internal combustion engine 1; a first pump 5 circulating the cooling water in the first cooling water circulation routes 10b, 10d; and a second pump 4 circulating the cooling water in the second cooling water circulation routes 10b, 10c, 10e. Check valves 9a, 9b preventing the inflow of the cooling water into a counter pump with one of or both the first pump 5 and second pump 4 operated are provided between the first pump 5 and the second pump 4.
