PROBLEM TO BE SOLVED: To provide an attaching and detaching device of a pipe connecting member capable of effectively preventing leakage to an outside of an attachment member when a pair of flanges are separated. SOLUTION: The attachment member 3 includes a valve storing part 2 and a flange storing part 5 supported while relative movement to the flange F1 is restricted, a pipe connecting member supporting part 6 relatively moved to the flange storing part 5 and supported while relative movement to the flange F2 is restricted, and sealing members 41 and 42 interposed between the flange storing part 5 and the pipe connecting member supporting part 6 and sealing between the pipe connecting member supporting part 6 and the flange storing part 5 regardless of relative movement of the flange storing part 5 and the pipe connecting member supporting part 6. The flange storing part 5 includes water stop members 23d and 24d interposed between the flange storing part 5 and the flange F1, and the pipe connecting member supporting part 6 includes water stop members 27d and 28d interposed between the pipe connecting member supporting part 6 and the flange F2.
