PROBLEM TO BE SOLVED: To reproduce a leak phenomenon of a powder substance from a transport container. SOLUTION: A powder substance leak reproducing device 200, which is a chamber for reproducing the inside of the transport container for storing fuel rods, is constituted of a second room S02, capable of containing a gas and the aerosolized powder substance PD scattered in the gas; a gas supply apparatus 110 for controlling the pressure of the gas in the second room S02; and a leak path reproduction part 240, having a leak path 241 which is a communication hole between the inside of the second room S02 and the outside of the second room S02 and which is capable of changing the inner diameter d of the leak path 241.
