Ž<P>SOLUTION: A plurality of input frame images with different temporal positions are input, a plurality of reduced images are generated by reducing the plurality of input frame images, first correlation operation processing is applied to pixels or blocks of the plurality of generated reduced images to perform motion search, second correlation operation processing is applied to the plurality of input frame images before performing the reduction processing to perform motion search, generating interpolation direction information about a prescribed search range in the vicinity of a motion direction indicated by a motion search result of a first motion search step and interpolation direction information of interpolated pixels or blocks, and interpolation pixels on a frame image to be interpolated having a temporal position different from those of the plurality of input frames on the basis of the interpolation direction information of the motion search result of a second motion search step.
