<P>PROBLEM TO BE SOLVED: To efficiently collect sample images by collecting and classifying images each having a low certainty factor to promptly relearn a discriminator. Ž<P>SOLUTION: A vehicle monitoring system includes: a plurality of vehicle number recognition devices each including the character discriminator for cutting out a character image from an image obtained by reading a license plate and discriminating a character, and for output of the cut-out character image and a certainty factor of results of the character discrimination; and a center device including a certainty factor decision part classifying the character images each having the low certainty factor into a plurality of groups, collecting them, and storing them into a database, and a discriminator parameter learning management part including an input means re-classifying the character image displayed on a display device according to a correct recognition results, and for input of association information between the character image and information of the correct recognition results. The character discriminator is made to be re-learned with the re-classified character image and information of the recognition results of the character image associated with the image as teacher data, and a discrimination parameter of the character discriminator is updated.
