PROBLEM TO BE SOLVED: To enable quick curing of a glycidyl ether-based epoxy resin at low temperature with an aluminum chelate-based latent curing agent, further to enable skipping of a step of predissolving or predispersing a silane coupling agent in an epoxy resin when producing a thermosetting epoxy resin composition, and also to enable using of an epoxy resin or the like having a functional group that originally reacts with a silane coupling agent (or a silanol compound). SOLUTION: The aluminum chelate-based latent curing agent is obtained when an aluminum chelate-based curing agent is held in a porous resin obtained by radically polymerizing a polyfunctional radically polymerizable compound in the presence of a radical polymerization initiator while interfacially polymerizing a polyfunctional isocyanate compound. Further, a silanol compound represented by formula (A): (Ar)<SB>m</SB>Si(OH)<SB>n</SB>is also held in the porous resin, wherein m is 2 or 3, with the proviso that sum of m and n is 4, and Ar is an aryl group which may be substituted.
