PROBLEM TO BE SOLVED: To reduce the deformation of fuel rods in the falling of packaging. SOLUTION: An apparatus 100 for suppressing the deformation of fuel rod assemblies is provided with: first members 111 placed in a span and inserted in the first direction into interstices between fuel rods laid out in the second direction; and second members 121 placed in the span where the first members 111 are placed and inserted in the second direction into interstices between fuel rods laid out in the first direction. The first members 111 and/or the second members 121 are placed in the center of the axial direction in a section of the fuel rods in the span, and the sum of the axial length of the first member 111 and that of the second member 121 is the half or longer of the axial length of the span and is also shorter than or equal to the axial length of the span.
