<P>PROBLEM TO BE SOLVED: To provide an effective method for reducing the power consumption of a plasma display panel. Ž<P>SOLUTION: Material having dielectric constant lower than that of a front substrate is used for a first dielectric layer between the front substrate and a bus electrode and for a second dielectric layer between the bus electrode and a protective film, and a substrate component of XY inter-electrode capacity is thereby reduced; and electric field smearing to an electric discharge space is increased to reduce electric discharge sustaining voltage.
